The Executive has taken exceptional measures to mitigate the effect of rising prices and the scarcity of raw materials on contractual commitments in the context of public orders, indicated, Thursday in Rabat, the Minister Delegate in charge of Relations with parliament, government spokesman, Mustapha Baitas.
In view of the current crisis due to the international context and its repercussions on the rise in the prices of raw materials and their scarcity in the sector of construction, works and public orders, Aziz Akhannouch published, last Monday, a circular for improve the conditions of public orders and guarantee the continuity of the activity of national companies and their competitiveness, indicated Mustapha Baitas during a press briefing held at the end of the weekly meeting of the Government Council.
He noted, in this sense, that the said circular includes eight axes which approve a set of procedures within the framework of the reform of the public order system, the most important of which is the extension of the duration of the contracts of the public orders in progress, which have been concluded on behalf of the State and public institutions, by granting an additional period of up to six months, and by returning the fines for delay applied before the publication of this circular, which have proved to be unjustified taking into account the extension of the deadlines, as well as the possibility of amicable termination of the operation without associating the termination with the confiscation of the financial guarantees.
The circular, continued the Minister, also includes the settlement of disputes resulting from the confiscation of financial guarantees, and the revision of the prices of work orders, indicating in this regard that the circular called on the Ministry of Equipment and water to update the indicators adopted in the price revision formulas.
In addition, Mustapha Baitas noted that this circular also provides for accelerating the disbursement of the amount of the works without calculating the amount of the price revision and returning the blocked financial guarantees, as well as ensuring strict management of the situation in this concerning orders in progress, and affected by the price increase.
And to specify that the circular aims mainly to allow national companies to cope with the exceptional circumstances that the Kingdom is experiencing due to the rise in prices resulting from the current global context.
At the start of the Council, the Head of Government addressed circular 09/2022 relating to exceptional measures to mitigate the impact of rising prices and the scarcity of raw materials on contractual commitments in the context of public orders, welcoming the involvement of various stakeholders to overcome this difficult circumstance facing the international and national economy, while calling for its implementation.
