White paper on e-health in Morocco: Improving the health offer by forcing digital transformation
The White Paper on e-health in Morocco, “Realities, challenges and development levers”, was presented Friday in Rabat during a ceremony organized at the presidency of Mohammed V University (UM5).
This ceremony was marked by the presence of the Minister of Health and Social Protection, Khalid Ait Taleb, the Minister of Higher Education, Scientific Research and Innovation, Abdellatif Miraoui, the Minister Delegate in charge of the Digital Transition and the reform of the administration, Ghita Mezzour, the president of the UM5, Mohammed Rhachi and the coordinator of this project, Anass Doukkali.
This practical guide, intended for public and private actors, aims to detect the obstacles and challenges to the promotion of e-health in Morocco, to present strategic perspectives based on the expectations and challenges identified and to develop recommendations for the intention of decision-makers for its future development.
Speaking on this occasion, the president of UM5, Mohammed Rhachi, stressed that the field of digital health is increasingly taking its place in the technologies of the future in Morocco, forcing a digital transformation of the whole health professions.
This initiative is in line with the spirit of the New Development Model which insists in several of its recommendations on the improvement of services to citizens, in particular health care, through the digital transformation of public and private organizations. , he said.
For his part, Abdellatif Miraoui emphasized the central role of digital technology in improving the performance, quality and efficiency of the health system, calling for the preparation of future generations, in particular healthcare professionals. health, to this digital immersion and to the transformation of existing methods and practices.
Ghita Mezzour, for his part, said in a statement to the press that his department, in collaboration with the Digital Development Agency, is working to establish a link between the health and social protection systems, in order to facilitate several administrative procedures. for citizens.
E-health, which refers to the integration of information and communication technologies into any activity related to health, is proving to be necessary to potentially improve the health offer, indicated the coordinator of this project in a similar declaration, considering that this type of initiative is essential in order to contribute to “making our health system more efficient, more effective and more viable”.
Khalid Ait Taleb, meanwhile, noted that this project, which is one of the pillars of the overhaul of the national health system, will put an end to the compartmentalization and fragmentation of existing systems.
Despite their fragmented and compartmentalized nature, he said, several hospital information system projects have been able to see the light of day, whether at the level of the University Hospitals or at the level of the Health Regions.
Some national health programs have also been able to develop their own information system, he noted, citing, as an example, the National Program for Mother and Child Health (Application SMI-PF ) and the National Program for the Fight against Tuberculosis (ISILAT Application based on the patient record).
With regard to telemedicine, the minister said that Morocco has a complete legal framework allowing the exercise of telemedicine in line with law 131-13 relating to the practice of medicine and law 09- 08 relating to the protection of natural persons with regard to the processing of personal data.
The development of e-health remains the surest way to place medicine within everyone’s reach, equitably, without any distinction, assured Ait Taleb.
On the sidelines of the ceremony, the participants signed a partnership agreement for the development of the UM5 e-health innovation center, with the aim of strengthening the links between the University and professionals. of health and to contribute to the interdisciplinary dialogue between the various actors in the field.
Produced by the Center for Innovation in e-health, under the University Mohamed V of Rabat, the white paper on e-health in Morocco, of around one hundred pages, aims to provide up-to-date information and relevant to the reality of e-health, to identify the strengths and weaknesses of the national health system and to seize the opportunities and challenges of integrating the available solutions.
