The DGAPR publishes its annual activity report for 2021
The General Delegation for Prison Administration and Reintegration (DGAPR) has published its annual activity report for the year 2021, covering six areas, including support for reintegration preparation programs and strengthening safety and security in prisons.
Among the axes of the report are also the humanization of detention conditions, support for health action in prisons, development of human resources and strengthening of governance, and communication, cooperation and partnerships.
The year 2021 was marked by the organization of the national caravan for the Moroccan Sahara in penitentiary establishments (May 31-November 6), and which is part of the Delegation’s contribution to the efforts and successes made by the Kingdom on the national question. Thus, prison establishments experienced during this period the organization of a series of cultural and sporting activities, supervised by 18 executives of the Delegation with the participation of more than 5,100 prisoners of all age categories, in addition to meetings and conferences on the issue with the participation of academics, experts and association actors.
As part of its efforts to establish a unified and participatory management of the hunger strike in prisons, a practical guide has been published in this context, clearly defining the responsibility and areas of intervention of each of the parties concerned and this, throughout the duration of the hunger strike.
Developed under the supervision of a technical committee made up of executives from the General Delegation to the DGAPR, the Ministry of Health, the National Human Rights Council (CNDH) and the Presidency of the Public Prosecutor’s Office, with the Commission of the Red Cross, this document provides an effective tool for the management of hunger strikes in penitentiary establishments.
The guide has been developed using a person-centred approach, in full respect of national legislation and specificities, ethical principles and international law.
It is based on international guiding principles, in particular those stipulated by the Malta Declaration, based on the principle of respecting the rights of detainees, preserving their dignity and guaranteeing their physical safety.
The General Delegation for Prison Administration and Reintegration decided in 2021 to join the Data-Tika program, like many other institutions, with a view in particular to strengthening the management of personal data within of the prison environment and make digital trust one of the development assets of this administration.
